Guidelines and Regulations 2010-2011 These Guidelines basically apply to District competition with models for school competition. Any alteration to the school competition rules are up to the discretion of each school librarian.
Format
All rounds will function in accordance with KAAC Academic Team Quick Recall regulations. At the School competition level, each half will be 15 minutes in length, 15 questions in each half, for a total of 30 questions per match until the championship match which has a total of 60 questions. In the District competition, each half will be 15 minutes. All matches will have 60 questions/30 in each half. Teams will switch sides at the half. Toss-up and bonus answer time is 10 seconds. Each team will be given two official time outs per half that can be as long as 60 seconds in length. In case of overtime, an additional time out will be observed. Time outs must be called before the next toss-up question is given to be granted by match officials. Students must wait to answer the question until called upon by the spotter. If the answer is not immediately said after this recognition or begins with a delay, a hesitation may be called by any official. Bonus questions must be answered by the team captain or his designee.
Equipment
All schools will be expected to contribute a buzzer system/projector/laptop if needed.
Participation
All teams representing their school in the district Battle of the Books competition shall consist of six team members that participate in at least one half of each official round[note that this is a departure from KAAC rules]. At the District Level, if absences occur, another student must be substituted. Only four students from each team will be competing at a time.
Officials
In District, Moderators should have Quick Recall experience. At present these people include: Jeff Castle/Doug Crowe/Billy Parker/Kathy Phelps/Becky Nelson or KAAC trained representatives. Each match requires a moderator, a judge, a buzzer operator, an official scorekeeper, and a spotter. We will attempt to include Central Office/Board of Ed personnel as much as possible as officials. Buzzer Operators should have experience..usually school operators are best.
Questions
Questions will be created as a shared responsibility by the elementary school librarians in the district. 30 questions will be created for each book. Questions will be compiled and merged by Battle of the Books coordinators for the school and district competitions. School librarians will see to it that the questions are used for their intended purpose and then shredded to preserve the integrity of the competition. No questions will be given out to anyone for any reason other than practice questions.
There will be a total of 60 questions for each round in District. There will be 30 questions for each round in School Competitions except for the Championship Round which has 60 questions. The answer to all Toss-up and Bonus questions is always a book title. Extra Questions will be available in case of tie or questions that need to be thrown out. Sample practice questions will be provided for students to use as a guide for practice and study.
Inquiry Procedures
If coaches or officials detect any problem in the match, s/he may call a time out to correct this. If a coach calls a time out, it may be designated an Official timeout if the judge and moderator deem it legitimate.

Drawing for bracket placement will be a separate blind draw for both 4th and 5th grade competitions in the District competition.
Determining Winners
First and second place winners will be determined by the championship game.They will receive 1st and 2nd place medals. The other teams will receive participation ribbons. The champion will receive the District Plaque.
